Welcome to the Official Portal of the Project for Harmonizing and Improving Statistics in West Africa (HISWA Project) — Côte d'Ivoire

« If you can’t measure it, you can’t manage it »

Data is the foundation of every informed public policy. Without reliable, comparable, and accessible statistics, it is impossible to measure progress made, identify persistent inequalities, or design effective development interventions. This deep conviction lies at the heart of the HISWA Project and guides each of its ambitions for Côte d'Ivoire.

Since its launch, the HISWA Project (PHASAO) has established itself as a pioneering project in the modernization of Côte d'Ivoire's national statistical system. By equipping the National Agency of Statistics (ANStat) with state-of-the-art infrastructure — an IT Center, a Cartography Center, and a Call Center — and by significantly strengthening its human and institutional capacities, the project has contributed to a structural and lasting transformation of the National Statistical System (NSS). This momentum is reflected in the results: Côte d'Ivoire's Statistical Capacity Index reached 76.2 out of 80, surpassing the target set for the end of the project, while user satisfaction with official statistics improved by nearly nine percentage points in 2025 — a testament to the greater relevance and increased use of national data.

Statistical performance depends not only on the quality of data production, but also on the ability to disseminate and use data effectively. This portal therefore serves as a central platform for sharing the project’s products, results, and analyses with all stakeholders—public decision-makers, development partners, civil society, and the private sector. We believe that the value of statistics is fully realized when they inform action. The accelerated publication of data from the General Census of Enterprises and Establishments, covering more than 1.4 million economic entities, and the advanced preparations for Côte d’Ivoire’s accession to the International Monetary Fund’s Special Data Dissemination Standard (SDDS), clearly illustrate this commitment.

This site is also an open forum for dialogue with the academic and scientific community. The World Bank is convinced that strengthening national statistical systems requires close collaboration with universities, research centers, and independent experts who contribute to critical analysis, methodological innovation, and the rigorous use of data. We invite Ivorian researchers and academics to actively engage in this data ecosystem, to access available microdata, and to enrich public debate through their work.

Our shared ambition is clear: to elevate Côte d'Ivoire to the forefront of African countries whose statistical performance is internationally recognized, and whose innovative practices in data collection, processing, and dissemination serve as a benchmark for the region.

This ambition does not end at the horizon of PHASAO. The World Bank reaffirms its commitment to supporting Côte d'Ivoire over the long term, through a programmatic and phased approach in order to embed the project's achievements within a trajectory of continuous and sustainable strengthening of the NSS.

Welcome to this portal. Explore, use, share.
